Emergency ECF Availability Notification

This Emergency ECF Availability Notification system is intended to open a Helpdesk ticket to report a serious problem with the ECF system. This would include ECF Unavailable or ECF Timeout errors. It should never be used for Docketing Questions or non-emergency system problems.
